Background & Business Activities
In June 1998, Mr. Valencia formed the Valencia Technology Group, L.L.C. (VTG) to provide Engineering and Professional Services to long-term clients, particularly Edwards Air Force Base in California and local public agencies in the Kansas City Metropolitan Area. Mr. Valencia has been doing Engineering Consulting Work at Edwards Air Force Base since 1987 when he developed and built the Automated Cone Penetrometer (ACP) to test and certify lakebed runways for use by the Space Shuttle as well as other Air Force high performance aircrafts.
The firm’s specialty is the design of pavements including streets, roads and airfields as well as the management of pavement and related infrastructures through the development of maintenance and rehabilitation (M&R) programs, material characterization for durability and cost effectiveness and the use of the proprietary Roadway and Asset Management Systems (RAMS). VTG was the first consultant to be fully compliant with GIS submittal requirements at EAFB.
VTG has also strategic partnership agreements with other firms that allow us to work jointly on projects in which the combined expertise is desirable; this partnership complements our capabilities in areas such as surveying and specialty engineering, while maintaining our small firm philosophy and low overhead that our clients have grown accustomed. Most of our pavement related work is done by in-house personnel.
Our in-house resources include the latest equipment and software for in-house and field work including our own ped Infra Structure Management System, pavement design and other specialty applications.
Our field crew uses a fully equipped SUVs for road inspection and testing including coring and testing of the base, using the Dynamic Cone Penetrometer (DCP). Handheld tablets are used for field data entry and analysis as well as speedy generation of reports.
For specialized project, VTG uses several well-qualified consultants on a project basis. Through our strategic partnership with other engineering firms, we have also access to timely surveying services as well as expertise in the areas of Structural, Sanitary, and Environmental Engineering.
Mr. Javier Valencia is the Founder and President of the Valencia Technology Group, LLC. He has 40 years of experience in Civil Engineering and Information Management Systems, particularly in the areas of pavement and infra-structure management. His expertise includes Project Management, Asset and Facility Management, Proposal Development, Contract Negotiations and Research.
Mr. Valencia has previously worked for the Kansas DOT as Bituminous Research Engineer, Managing Technology as Senior Engineer, Archer Engineers as Assistant Chief Engineer and Head of the Archer Technology Group and Universal Asset Management as Senior Project Manager and Head of Infra-Structure Development. He has also been developing engineering software, particularly database applications for system ranging from PCs to mainframes. He is the creator of the Roadway and Asset Management System (RAMS) used by several public works agencies to manage assets including roads, signs, bridge and culverts and equipment fleets. Throughout his career, Mr. Valencia has been a leader in developing and implementing new technologies, including the use of Information Management Systems and Geographic Information Systems (GIS) in engineering applications.
Mr. Valencia is a Registered Professional Engineer in Kansas and California.
